FIFA President Sepp Blatter gave this year's World Cup in Germany eight out of 10 for the standard of soccer and nine out of 10 for organization.Blatter, interviewed by FIFA magazine, said he would have liked more attacking play particularly after the opening round. The tournament, with 2.29 goals per game, was the second-lowest- scoring after the 1990 event in Italy.
``It seemed in the knockout phases the priority for most of the teams was avoiding defeat,'' Blatter, 70, was quoted saying in the magazine's September issue. Some top players ``were impeded by the shackles that coaches placed upon them.''
